P.R. Laws tit. 5, § 981d
(a) There is hereby created a public corporation and instrumentality of the Commonwealth of Puerto Rico under the name of “Puerto Rico Cooperative Development Company”.
(b) The Company shall be attached to the Cooperative Development Administration of the Commonwealth of Puerto Rico.
(c) The Company’s power shall be vested in and exercised by the Administrator, who shall preside over the Company.
(d) The Company shall have juridical personality independently of any officer thereof, the Commonwealth Government, and the other public corporations. Its activities shall not pledge the credit of the Commonwealth of Puerto Rico or its political subdivisions.
