There is hereby created the Machinery and Equipment Service Program for the Construction of Pathways and Roads. The purpose of this program shall be the construction of pathways and roads within rural farms under cultivation or set aside for cultivation, to expedite the transportation of products and materials necessary for the farming tasks within said farms to public highways to which they may have access. The construction of pathways and roads may include sections outside of each farm when serving the purpose of connecting its interior roads with roads travelled by vehicles, to shorten distances or to improve the accessibility or facility of transportation for the general benefit, provided that the necessary permits for such purposes be obtained. To such effect, the Agricultural Services Administration is hereby authorized to acquire machinery and equipment, pipelines for the drainage of said facilities, to employ personnel and to incur in any other necessary expenses under the terms of this chapter. The Machinery and Equipment Service Program for the Construction of Pathways and Roads shall be integrated with the Agricultural Machinery Program of the Agricultural Services Administration for all operational and administrative purposes, and the machinery, resources and the equipment of each one of said programs can therefor be used indistinctly for one or the other purpose, in accordance with the needs of the moment in the manner which might be most convenient to the farmers in particular and for the agriculture of the country in general.
