Once the Secretary of Agriculture of Puerto Rico shall have scientifically ascertained the existence in Puerto Rico of an outbreak of aphthous fever, contagious pleuropneumonia, European cholera, or any other epizoism threatening the life of domestic or wild animals in Puerto Rico, he shall officially declare the existence of such epizoism.
