If any animals are imported or brought into, or attempted to be imported or brought into Puerto Rico contrary to the provisions of §§ 661—694 of this title, or of any order or regulation issued thereunder, they may be seized by the Secretary of Health, or any of his officials, and forfeited to the Commonwealth of Puerto Rico and may be forthwith slaughtered and disposed of, in accordance with the last paragraph of § 668 of this title, and every person who imports or brings into, or attempts to import or bring into, Puerto Rico any animal contrary to the provisions of §§ 661—694 of this title, or of any order or regulation issued thereunder, shall be deemed guilty of a misdemeanor, and, upon conviction thereof, shall be liable to a fine of not exceeding two hundred dollars ($200) for every animal so imported or brought into Puerto Rico, or attempted to be imported or brought into Puerto Rico, by him.
