A Veterinary Bacteriology and Pathology Laboratory is hereby created in the Department of Agriculture, and it is authorized to charge a reasonable fee for the tests or analyses performed and the services rendered, and the funds so generated shall be administered by the Department of Agriculture in benefit of the laboratory. The analyses or services it renders to the Commonwealth, its agencies, dependencies or instrumentalities are hereby exempted from these payments. The Secretary of Agriculture is hereby empowered and directed to draft the needed regulations for this purpose.
