The Secretary may permit the introduction by experimental stations of the Government of the United States and of the Government of Puerto Rico for experimental or scientific purposes of any kind of plant, plant product, vegetative material for propagation, soil, earth or sand, as well as plant pests or any other material or goods whose introduction into Puerto Rico is prohibited or restricted under the authority of §§ 613—613n of this title. The introduction shall be made in accordance with the conditions and regulations that the Secretary may prescribe in such cases.
