§ 563. Rules and regulations

(a) The Secretary is hereby empowered to promulgate all rules and regulations necessary to carry out the purposes of §§ 554—565 of this title. In addition to the rules and regulations that may be made under the provisions of other sections of this act, the Secretary may also promulgate rules and regulations for:

(1) Prohibiting or limiting the use of materials of little or no nutritious value in the commercial feeds distributed in Puerto Rico.

(2) Prohibiting or limiting the use in commercial feeds of drugs or hormones in concentrations that may unfavorably affect human health upon consuming the meat, milk or eggs of the animals fed on them, or the health of the animals themselves.

(3) Establishing quality or component standards for the commercial feeds distributed in Puerto Rico.

(4) Establishing the definitions which shall govern the different ingredients or substances composing the commercial feeds.
