The Department is hereby authorized to verify, at any time it may deem convenient, the factors computed and used by the mills to render the liquidation to the grower and if it were to find a deficiency unfavorable to the grower, the mill shall be bound to immediately readjust the factor determined by the Department, the liquidation or liquidations made to the grower, and reimburse what it has failed to pay him/her. If the deficiency were unfavorable to the mill, it may collect the excess paid to the grower in the subsequent liquidation or subsequent liquidations, as [may be] agreed by both parties.
