The term of office of each supervisor shall be two (2) years, except that those first appointed shall be designated to serve for terms of one (1) and two (2) years, respectively. Vacancies may be filled for unexpired terms by express designation and direct appointment by the Committee, of a farmer qualified for the office, upon recommendation of the Board of Supervisors where the vacancy has occurred. The supervisor so designated and appointed shall serve for the unexpired portion of the term of his predecessor. The supervisors shall designate a chairman, who shall serve as such for a term of one year, but who may be reelected every year. A majority of the supervisors shall constitute a quorum, and the concurrence of a majority upon any official matter shall be necessary. Supervisors shall receive no compensation for their services, but shall be entitled to reimbursement of expenses authorized by the Committee, upon presentation of the proper vouchers. The Secretary of Agriculture shall appoint, by and with the advice and consent of the Soil Conservation Committee, the officials and employees that the Board of Supervisors and the Committee itself may require, according to the funds that the Committee may have available for such purposes, and in harmony with the statutes, regulations, standards and rules existing in the Office of Personnel of the Commonwealth of Puerto Rico. Supervisors shall keep a record of the proceedings, resolutions, regulations, and orders promulgated and adopted, and of the accounts of receipts and disbursements, and shall furnish to the Committee copies of such documents, instruments, or information concerning their activities.
