The term “sportsperson” shall include athletes, judges, umpires, technicians, delegates, and any other person certified as such by the Puerto Rico Olympic Committee, and disabled persons certified as such by the Secretary of Sports and Recreation. The term “public employee” includes every person who holds any public office or employment in any department, agency or dependency of all the branches of government, the public corporations and the municipal governments of Puerto Rico.
