The “Scholarship Fund for Technicians and Trainers of High-Performance Athletes”, hereinafter denominated as the “Fund”, is hereby created in the books of the Department of the Treasury as a special fund, not subject to any specific fiscal year, distinct and separate from any other moneys or funds of the Government of the Commonwealth of Puerto Rico.
Said Fund shall be administered pursuant to the rules and regulations adopted by the Sports and Recreation Department, in accordance with the provisions in force for the administration of similar funds.
The Fund shall be used by the Secretary of the Sports and Recreation Department to grant scholarships to take educational and training courses for technicians and trainers of high-performance athletes and to contract technicians and trainers of high-performance athletes to train and prepare athletes who represent Puerto Rico in sporting events of world-wide importance. The Fund shall be nourished by:
(1) The appropriations provided in this chapter and those destined by the Legislature in the future for the Fund created hereby.
(2) Any other moneys donated, transferred or assigned by any private person or entity, or by any federal, Commonwealth or municipal government entity; which shall be used according to the conditions of the gift and in law, applicable to each case.
Said items shall be covered into the Fund, without having to revert the unused remainder of the legislative appropriations to the General Fund at the end of the fiscal year, as provided in §§ 283 et seq. of Title 3.
