In organizing and holding “The Puerto Rico Marathon”, the Sports and Recreation Department may exercise the following and any other faculties compatible herewith, namely:
(a) May determine the most convenient date during the calendar year for holding the marathon.
(b) May develop the promotional and advertising program it deems convenient and necessary.
(c) Shall determine and approve everything concerning transportation, board and lodging expenses of the participants and their official companions coming from other towns of the Island or traveling abroad to represent our country.
(d) May request and accept the economic cooperation and any other collaboration or aid from the Government of the Commonwealth of Puerto Rico, its branches, departments, agencies and instrumentalities; from the United States Government, its branches, departments, agencies and instrumentalities; from the governments of any of the federal states of the United States, its branches, departments, agencies and instrumentalities; from any foreign government, and from private persons, enterprises or corporations.
(e) May promulgate such rules and regulations as it may deem convenient or necessary to enforce §§ 558—563 of this title.
