The duty to enforce compliance with this chapter is imposed upon the Secretary of Sports and Recreation, who shall have the obligation to render a report to the Legislature of Puerto Rico evaluating the effectiveness of said act after the first year of its approval. The Secretary is hereby empowered to adopt any rules or regulations he/she may deem necessary to execute the provisions of this chapter, and shall have the obligation to investigate any complaint filed with his/her office in which a violation of the provisions of this chapter is claimed.
In the exercise of said obligations, the Secretary may hold whatever public hearings which, in his/her judgment, may be necessary.
