Any person who willfully and with malice aforethought should organize, initiate, instigate, promote, present or otherwise contribute to the breeding of bulls to be used for fights, exhibitions, frays, and other activities, or to hold bull fights, frays or other bull fighting exhibitions, shall incur a felony and upon conviction, shall be sanctioned by imprisonment for a minimum term of three (3) years or a fine of not less than one thousand dollars ($1,000) nor more than five thousand dollars ($5,000) or both penalties, at the discretion of the court.
