The Industrial Commission is hereby authorized to intervene in the cases of migrant Puerto Rican workers who have sustained or may sustain labor accidents in any state or territory of the United States when the injured laborers, upon their return to the Commonwealth, or their dependents if they have died, are unable to go to the state or territory where the accident occurred to process their cases before the proper workmen’s compensation commission or board.
