The standards that may be established in accordance with this Chapter shall include those minimum requirements of physical plant, academic preparation of the directing and teaching personnel, related library and laboratory services, curriculum, and financial support capacity that shall guarantee the continuity of the teaching, the protection of health, the safety of the students, and the fulfillment of the commitments made by the institution, as provided by the regulations of the agencies concerned. Such standards shall in no way impair the right of parents to send their children to the schools of their choice.
