In order to stimulate and foster the organization and development of cooperative schools and of the Biblioteca y Centro de Estudios de Puerto Rico, Inc., interest on secured loans under the Loan Security Program or loans granted to the Biblioteca y Centro de Estudios de Puerto Rico, Inc., shall be exempted from the payment of any taxes.
