The Government Development Bank for Puerto Rico is hereby authorized to secure loans granted to cooperative schools and to the Biblioteca y Centro de Estudios de Puerto Rico, Inc. for the acquisition of real and private property and the working capital needed to achieve their organization and operation for a total of up to five million dollars ($5,000,000).
