§ 1565. Personnel

The Council shall designate the personnel needed to carry out the functions, powers and duties delegated to it by this chapter. The Council shall constitute an Individual Administrator, as such term is defined in Act No. 5 of October 14, 1975, known as the “Public Service Personnel Act”.

With the approval of the Governor, the Council may direct any department, agency, bureau, division, authority, instrumentality, body or political subdivision of the Government of the Commonwealth of Puerto Rico to conduct any study or research or any phase or part thereof and to carry out any other type of work that is needed for the performance of its duties. The government body that receives said duty shall give full priority to said study, research or work, as feasible. The government body that has been asked to conduct said study, investigation or work, may request the Council and obtain from it, if it deems it necessary and upon prior authorization from the Governor, a transfer of funds for the sum that the Council deems pertinent.

The Council may appoint Advisory and Collaboration Committees in each of the municipalities of Puerto Rico, which shall be composed of residents of said municipalities.
