The agencies of the Government of the Commonwealth of Puerto Rico may purchase products or articles of any nature produced by the Administration. Said purchases shall be made directly without the requirement of a submission of bids and without being subject to the provisions of §§ 931 et seq. of Title 3, known as the “General Services Administration Act”.
