P.R. Laws tit. 18, § 1275
The regulation shall establish the norms to be used in determining the eligibility for sabbatical leave, compatible with this chapter. For these purposes, the Secretary shall take into consideration, among others, the following factors:
(1) The growing need of having the teaching personnel renew its ideas through studies, researches, contact with other cultural expressions of our world, writing of essays and books of interest to education and to the Puerto Rican culture.
(2) The effective attention to the demands in the rural zones and towns for educational services in the different levels of the school system.
(3) The availability of resources and personnel who may substitute for those enjoying sabbatical leave.
(4) The teacher’s vocation to children and school.
