P.R. Laws tit. 18, § 1223
The Educational Agreement hereby authorized may contain, in addition to the provisions authorized in § 1222 of this title, and subject to such provisions and to the other provisions of this chapter, such other provisions as may be deemed proper or desirable, including provisions to the following effects, but without excluding such others as may be deemed proper or desirable:
(a) Provisions aimed at permitting the federal government to sign or cooperate with the agreement, and to participate in the Commission on Education through ten (10) nonvoting representatives.
(b) Provisions aimed at permitting the election, by the Steering Committee of the Commission on Education, of ten (10) additional nonvoting members of the Commission on Education for periods of one year each.
