§ 1118. Definitions

The following terms and phrases shall have the meanings indicated below:

(1) Library. — The place where book collections or analogous treaties on diverse subjects, disciplines of knowledge and authors are available, and which render services to a school or a community. It also includes those electronic libraries that provide services to students and the general community.

(2) General Education Council. — The government body with the power to issue licenses to establish and operate private schools at the levels of preschool, elementary, high school, vocational, technical and high-skill, and noncollege post secondary in Puerto Rico; as well as to credit the schools of the Public Education System, by virtue of §§ 148—148m of Title 3.

(3) Department. — The Department of Education of Puerto Rico.

(4) Public and private schools. — All learning institutions at the preschool, elementary, middle and high school levels of the public and private education system of Puerto Rico.

(5) Commonwealth. — The Government of Puerto Rico.

(6) Internet. — The worldwide communications network that connects computers around the world. This communications network allows the user to connect to thousands of computers and access their information, which may be located at universities, schools, libraries, laboratories, government agencies, businesses and other entities.

(7) Secretary of Education. — The Secretary of the Department of Education of Puerto Rico.

(8) Secretary of Justice. — The Secretary of the Department of Justice of Puerto Rico or any official duly designated or authorized by him/her.

(9) Pornographic or obscene material. — Material defined by Section 112 of Act No. 115 of July 22, 1974, known as the “Penal Code of the Commonwealth of Puerto Rico”.
