The Secretary shall approve rules and regulations for the implementation of §§ 1013—1018 of this title, whose text shall be drafted jointly by the Secretary, the Director of the Department’s Specialized Schools Unit, the Director of the Department’s Coordination and Cooperative Education Division, and the Directors of the Specialized Schools in Fine Arts, Visual Arts, Performing Arts, Dance, and Communications of Puerto Rico.
