§ 969. Municipal public libraries—Allotment of funds

The Secretary of the Treasury shall place at the disposal of any municipal government, in the manner prescribed by law, a sum equal to four dollars ($4) for each dollar allotted for the establishing of a public library by said municipal government.

If said municipal government has in its possession, at the time of making such allotment, books or library equipment acquired by gift or otherwise, the Secretary of the Treasury, at the behest of the mayor, shall determine through appraisal the fair and reasonable value of said books and equipment and shall place at the disposal of said municipal government, in addition to the sum stated in the preceding paragraph, an amount equal to four dollars ($4) for each dollar of said value.

Municipal governments shall use any sum placed at their disposal by the Secretary of the Treasury as provided in this section for the construction of buildings, reading matter and furniture of the said library. In the case of local cultural associations which through the proper undertaking bind themselves to put and do put their libraries to public use, the Secretary of the Treasury shall lend to said cultural associations, for the organization and operation of their libraries, the same proportional financial cooperation as is lent to municipal governments for the aforesaid purposes.
