§ 954. Institute of Puerto Rican Literature—Executive Committee; members

An Executive Committee of the Institute of Puerto Rican Literature is hereby created which will be charged with its administration and the evaluation of the books and newspaper articles published every calendar year in Puerto Rico.

(a) The Committee shall consist of the President of the Senate or the Senator designated by him; the Speaker of the House or the Representative designated by him; the President of the University of Puerto Rico or the professor of literature or journalism designated by him; the Chairman of the Governing Board of the Puerto Rican Athenaeum or the member of the Governing Board of that institution designated by him; the Secretary of Education of Puerto Rico or the official designated by him; the Chairman of the Board of Directors of the Institute of Puerto Rican Culture or his representative; the President of the Puerto Rican Academy of the Spanish Language or the member thereof designated by him; the President of the Puerto Rican Academy of History or the member thereof designated by him; the President of the Puerto Rican Academy of Arts and Sciences or the member thereof designated by him, and by two writers appointed by the Governor of Puerto Rico with the advice and consent of the Senate of Puerto Rico. In the event of a vacancy because of death, resignation, dismissal, permanent disability or any other cause, a new appointment shall be made for the unexpired term of the member who causes the vacancy. Members of the Committee shall not receive any remuneration whatsoever for the performance of their duties.

(b) The Executive Committee shall elect from among its members the Institute’s President, Vice President, Secretary and Treasurer, who will also hold office without any remuneration or compensation whatsoever for the performance of such functions. It shall, likewise, appoint the Executive Director and any other salaried administrative or contracted personnel.

(c) Members of the Executive Committee who are appointed by the ex officio members as their representatives shall hold office at the Institute of Literature while the ex officio members who appointed them are in the performance of their respective functions and until their successors are appointed and take office.

(d) Three (3) Committee members shall constitute a quorum and decisions shall be made by the majority. The board shall meet in a regular session at least once a year to adjudicate the awards and in special sessions as many times as it deems pertinent after a summons by its Chairman or by agreement of the majority.
