§ 921e. Executive Director—Powers and functions

In order to implement the aforementioned public policy and achieve the objectives of the Program, the Director shall have, among other functions and powers, the following mission:

(a) To coordinate the activities of the Program with other government agencies.

(b) To contract for the rendering of services with other government agencies and private organizations.

(c) To offer and develop educational, orientation and counselling services for participating youths prior to the trips that shall be taken in order to obtain the maximum benefit from the tours.

(d) To establish a general information plan for other students as well as the public about the experiences, knowledge and information obtained by the students who participate in student travel.

For purposes of the information plan, the participating students must commit themselves to participate in the information plan in their school during the course of the school year after the excursion.

(e) To solicit and obtain whatever donations and help in money, goods, services or of any other kind, from the federal government, the Government of the Commonwealth of Puerto Rico, including its instrumentalities and political subdivisions, or from private sources in order to carry out the ends provided in this chapter, under conditions which shall be established by applicable legislation, regulations, agreements or contracts. In addition, the Program may obtain funds from any agency of the Government of the Commonwealth of Puerto Rico by virtue of a transfer which shall require the prior approval of the Governor by means of an Executive Order.

(f) To select the persons who have the necessary capabilities, moral qualifications and education to adequately supervise the activities of participating students. Such persons may travel on more than one occasion, including employees from the Office of Youth Affairs, insofar as the services they have rendered have proven to be excellent and they have proven themselves to be responsible and committed to work with young Program participants on previous occasions. Furthermore, the Director shall establish the most effective liaison with the government authorities of the countries to be visited during each trip.
