The students from public or private schools located who meet the requirements established in this chapter for each one of the types of educational vouchers shall be eligible for the benefits of this Program. The Program shall take effect from the second grade on, and its benefits shall be granted at the beginning of each school year.
The amount for educational vouchers fixed in this chapter shall in no case exceed the sum of one thousand five hundred dollars ($1,500) per student, or its monetary equivalent in 1995 currency.
