The following terms and phrases contained in this chapter shall have the meaning stated hereinbelow:
(a) Mutual cooperation. — Shall mean the establishment of cooperation protocols between the University of Puerto Rico, the Department of Education, and the Office of Youth Affairs of the Office of the Governor.
(b) Research. — Shall mean the effort to understand by applying oneself to learning things about youth.
(c) Investigations. — Shall mean profound empirical study of all areas of social and individual endeavors of youth.
