In each municipality, the respective municipal department of education shall provide each rural school with such agricultural implements as may be necessary and with a parcel of land of not less than one cuerda, conveniently situated, which shall be used as a school garden or agricultural demonstration field by such school. The acquisition of these parcels may be through donation, lease or purchase, and it is hereby declared a public utility and necessity; Provided, That in case of necessity, eminent domain proceedings may be instituted in any competent court.
