To enforce the provisions of §§ 435—438 of this title, the Secretary of Labor and Human Resources is hereby authorized to:
(1) Establish, in accord with the Secretary of Education, the necessary standards and requirements for selecting, appointing and employing teachers and the necessary additional personnel for the administration, operation and functioning of this Program, and to pay them the proper compensation for their services thereunder. The positions and personnel of this Program created by §§ 435—438 of this title shall not be subject to the provisions of Act No. 345, of May 12, 1947.
(2) Set the compensation schedule to be received by the teachers and other personnel, after consultation with and approval of the Office of Management and Budget, taking into account the experience and preparation of the applicants, the salaries drawn by the teachers in Puerto Rico and in the locality of the camp where the educational service is to be offered. Preference shall be given to teachers with a thorough knowledge of the English and Spanish languages, and, if possible, who reside in the United States.
(3) Make the necessary arrangement and enter into agreements with the owners, administrators or managers of the camps with regard to the use of facilities for the development of the programs and the most convenient time schedule for such purposes.
(4) Guarantee adequate supervision of the work done by the teachers employed and evaluate the achievements and progress of the workers.
(5) Publish and distribute gratis pamphlets and all kinds of printed material helpful to effectuating the purposes of §§ 435—438 of this title.
(6) Exercise any other powers incidentally necessary and convenient to carry out the purposes of §§ 435—438 of this title.
