The Secretaries of Labor and Human Resources and of Education of Puerto Rico are hereby authorized, after a survey to be carried out in the camps for Puerto Rican emigrants in the United States, to extend the benefits of the English-for-Adults Program to the Puerto Rican workers who seasonally emigrate to the United States to work and live in farm camps in different regions of that country, for periods which vary from five (5) to six (6) months. These educational activities so extended determined by the Secretary of Education of Puerto Rico. The directors of the English-for-Adults Program, under the supervision of the Secretary of Education, shall be in charge of the development of the plans and of the determination of methods and techniques to be used. It shall be the duty of the Secretary of Labor and Human Resources to select the places where the teaching facilities shall be offered.
