The sum of one hundred and eight thousand dollars ($108,000) is hereby appropriated from unencumbered general funds to the Department of Education, for the fiscal year 1953-54, for the operating expenses of a program for the instruction of illiterates. In succeeding fiscal years the sum necessary for such purpose shall be included in the General Appropriations Act of the Commonwealth Government.
