The members of the teaching career shall be entitled to a promotion in classification level by presenting attesting documents in evidence of:
(1) Satisfactory completion of their Professional Improvement Plans.
(2) Consistent satisfactory evaluations of their teaching performance which show that they have the professional skills listed in § 313 of this title.
Years of service alone do not qualify any member of the teaching career for a promotion in level.
