Promotions in levels constitute recognitions of the persevering effort of the members of the teaching career who comply with their Professional Improvement Plan. No official, Council, or Committee of the Department or of a school shall refuse to recognize the classification and level attained by a member of the teaching career upon concluding his/her Professional Improvement Plan if his/her performance has received satisfactory evaluations.
