Every teacher attaining thirty (30) or more university credit hours leading to the degree of master or doctor in any university whose degrees are recognized by the Department of Education, without attaining the degree, shall receive a ten-dollar ($10) raise in his salary; Provided, That the raise received upon attaining the degree shall only be the balance of the compensation he would be entitled to in accordance with § 309d of this title.
