The Secretary of Education is hereby authorized to contract for or use the services of practicing teachers and other officers or employees of the Commonwealth of Puerto Rico and to pay them the proper extra compensation for the additional services they may render as teachers in charge of the Home Economics Center (Head Teachers), home economics teachers for adults, home economics supervising teachers and other similar duties outside their regular working hours as such teachers or public servants and independently of their regular duties of their positions, without being subject to the provisions of § 551 of Title 3 or any other provisions of law in conflict therewith.
