The travelling expenses of the members of the Committee, of its personnel and for advice shall be paid in accordance with the provisions of the regulations adopted for such purposes by the Department of the Treasury, except that the travelling expenses of the members of the Committee who are legislators shall be paid in accordance with laws and regulations expressly applicable to them. Private citizens shall be paid twenty-five dollars ($25) for every meeting of the Committee they attend.
