The Secretary of the Family shall have the necessary and convenient powers and authority to enforce the provisions and achieve the purposes of this chapter. He/she may enter into contracts, reach agreements, and coordinate with government and nongovernmental agencies and entities, the Judicial Branch, and with any other public and private institution.
