The government agencies of the Commonwealth of Puerto Rico in charge of training and qualifying the persons who benefit from the economic assistance programs of the government of Puerto Rico as well as the private entities contracted by these that have been given the responsibility for qualifying, training and placing for employment those who receive said services shall have the following obligations:
(a) Provide training and retraining services to develop occupational and educational competence for the purpose of improving employability and achieving salary increases.
(b) Develop and foster close coordination among the government agencies of the Commonwealth of Puerto Rico so they may be properly trained to attend to those persons who benefit from government economic assistance programs in areas such as: counseling, case management, education, support systems (housing, transportation, child care and others) and job training. To such ends and among other services, emotional counseling should be given to those who receive services so they may achieve the necessary self-esteem that would allow them to develop the capabilities they need to be successful in the working world.
(c) Foster the development of micro-enterprises as an alternative that would provide participants with the opportunity for developing economic activities according to their capabilities and interests.
