§ 1028. Volunteerism in public service

The municipalities, agencies, departments, and instrumentalities of the Government of Puerto Rico are hereby authorized to establish volunteer programs pursuant to the concept of volunteerism defined in § 1025 of this title.

Also, the Presiding Officers of both Legislative Houses are hereby directed to establish volunteer programs and to promulgate the necessary regulations. Senators and representatives may annually report to the citizenry on the activities in which they have voluntarily participated.

In addition to the foregoing, the Secretary of the Department of Education is hereby directed to create and organize, through school directors, volunteer programs for parents or other relatives or guardians in the schools of the public education system, in order for them to support the work of the Office of Public Schools Improvement and the Public Building Authority in improving the physical facilities of public schools. For such purposes, it is hereby provided that the Department of Education, as well as the Office of Public Schools Improvement and the Public Building Authority, shall provide organized volunteer groups with supplies as necessary to make improvements to the physical facilities and for works such as paint jobs, refurbishing, and rejuvenation of the schools’ physical facilities.
