The funds received by organizations for the promotion of their services pursuant to this chapter shall not be used for activities geared toward the advancement of a certain religion or credo, nor for sectarian religious instruction or [proselytizing] activities.
Any entity that receives funds or resources pursuant to this chapter, and which incurs in fiscal conduct that is contrary to the limitations set forth herein, shall be compelled to return the total amount of funds or resources that were apportioned to same for the fiscal year in which the existence of a breach of these prohibitions is determined.
