For the purposes of assessing the effectiveness of the initial project so as to allow for the inclusion of any budgetary request in addition to the funds appropriated pursuant to this chapter, such request shall enclose a full evaluation of the services offered and the communities served. The evaluation shall include the needs for service all over Puerto Rico.
