The Secretary of Department of Health is directed to adopt regulations to safeguard the good condition of the donated products and guidelines to orient the recipients of the donations covered by this chapter so that they can distinguish, accept and donate them, or give them adequate use, in the manner and within a prudent period that ensures, as much as possible, their good state for human consumption or use, as the case may be. This does not release the donator who used the food or nonedible products to give them to needy persons from liability with regard to the selection, diligence, conservation, preparation and handling that must be observed concerning to them.
