(a) The Juvenile Institutions Administration shall establish and maintain a pilot program to provide services based on the functional family therapy intervention model for delinquent youth whose legal custody has been granted to the Juvenile Institutions Administration, and their families. The services provided under the pilot program shall include, but not be limited to the following: controlled substance abuse counseling and intervention aimed at improving interpersonal relationships, development of conflict resolution skills, and mechanisms for stress and anger management.
(b) The Administration may establish collaborative agreements with other agencies, instrumentalities, offices or departments of the Executive Branch of the Government of Puerto Rico, including public corporations, any nonprofit organization, public or private services providers or any community-based organization that the Administration deems to be able to provide the services required by this chapter. The foregoing notwithstanding, the Administration shall have the responsibility to direct and coordinate in an integrated manner all government efforts geared to achieve the purposes of this chapter.
(c) The Administration may establish and approve any regulations deemed necessary to enforce the provisions and purposes of this chapter. Said regulations shall be subject to the provisions of §§ 2101 et seq. of Title 3, known as the “Uniform Administrative Procedures Act”, and shall include, among others, the areas where the pilot program shall be carried out, as well as the duration thereof and parameters applicable thereto.
