(a) If all of the parties who are individuals reside in Puerto Rico and the child does not reside in the issuing state, a tribunal of Puerto Rico has jurisdiction to enforce and to modify the issuing state’s child-support order in a proceeding to register that order.
(b) A tribunal of Puerto Rico exercising jurisdiction under this section shall apply the provisions of §§ 541–542h and 545–547e of this title, and the procedural and substantive law of Puerto Rico to the proceeding for enforcement or modification. Sections 543–544g and 548–548b of this title do not apply.
