There is hereby established in the Treasury of Puerto Rico a special fund which shall be known as “Public Welfare Fund—Trust Fund” and which shall be used to carry out the purposes of §§ 1–26 of this title.
The Public Welfare Fund shall consist of:
(a) Appropriations made in the General Appropriations Act or in special laws.
(b) Excise taxes, taxes, or imposts specifically devoted to meet the obligations of public assistance to which §§ 1–26 of this title refer.
(c) Funds for public assistance activities which may be assigned, donated, returned or otherwise placed at the disposal of the Commonwealth of Puerto Rico by the Government of the United States of America, or by any agency, instrumentality or dependency thereof.
(d) Any other funds derived from sources of revenue that are not specified in subsections (a), (b) and (c) of this section, which may be used for public assistance.
The Secretary of the Treasury is hereby authorized and directed to transfer to the Public Welfare Fund hereby created all the sums credited to the appropriations or covered [by] the funds mentioned in this section; Provided, That from and after the first day of July 1945 all excise taxes, taxes or imposts specifically devoted to meet the obligations of public assistance to which §§ 1–26 of this title refer, shall be covered into the general funds of the Commonwealth treasury; And provided, further, That any unexpended funds remaining on July 1, 1945, in the Public Welfare Fund—Trust Fund, created by §§ 1–26 of this title, shall be transferred to the general funds of the Commonwealth treasury; and Provided, further, That when all the existing obligations against the Public Welfare Fund—Trust Fund, have been liquidated, the said fund shall cease to exist on July 1, 1945, and shall be completely eliminated.
