§ 24. Confidential nature of records

The Division shall establish and enforce reasonable rules and regulations governing the custody, use, and preservation of the documents, records, papers, files and communications concerning public welfare. The use of such documents, records, papers, files, and communications by any other government agency or department to which they may be furnished, shall be limited exclusively to the purposes for which they are furnished. It is hereby prohibited, except for purposes directly connected with the administration of public welfare and in accordance with the rules and regulations of the Division, that any person solicit, receive, make use of, disclose, authorize, knowingly permit, participate in, or acquiesce in the use of any list, or any names of, or information concerning persons applying for or receiving public welfare services, directly or indirectly derived from the documents, records, papers, files, or communications of the Division or any other agency or department. The violators of this provision shall be subject to the penalties established in § 21 of this title.
