The Division shall establish local service units which shall be designated as public welfare units and which shall cover one or more municipalities, and it may appoint a board of representative citizens of the municipality or municipalities to further the development of the programs and objectives of the Division.
The Division shall, through its local units, cooperate in the development of municipal public welfare programs, and may receive, from municipal authorities, office quarters, and equipment or funds for assistance or for extending public welfare programs, in said municipality or municipalities. On request of municipal authorities, the local units may administer and take over any public welfare program for which the municipality or municipalities may be directly responsible. The local units shall cooperate with the Court of First Instance within their respective jurisdictions, and shall provide the necessary assistance to those children whose cases are pending in court.
