Section 173.010 - Public library in cities of first class - Arrangement with existing libraries - Provisions of contract(1) The mayor of any city of the first class, with the consent of the city legislative body, may contract with the governing authority of any library in the city, containing fifty thousand (50,000) or more volumes, for the purpose of making the library free and open to the public at reasonable times and under reasonable regulations to be determined by the governing authority of the library.(2) The contract shall be for not over five (5) years and may be renewed. The contract shall provide that the uses, privileges and facilities of the library, subject to the reasonable regulation of its governing body, shall be equal and free to all persons; that it shall be nonsectarian; and that its reading rooms, and its circulating department shall be maintained free and open to the general public.Effective:10/1/1942
